Luisa Menchaca, Esq. is President of Sacramento’s Lorenzo Patiño LULAC #2862 and also has been a practicing California attorney for more than thirty years. Prior to retiring from California’s state service, Ms. Menchaca served as Chief Counsel for the Assembly Ethics Committee General Counsel for three years and as General Counsel of California’ Fair Political Practices Commission (“FPPC”) for seven years. During her tenure with the FPPC, she also worked in the Enforcement Division and was involved in legislative advocacy. Her work with LULAC has involved administration of a LULAC/Walmart immigration grant provided to the Hermandad Mexicana Transnacional (HMT). She also provides pro bono legal services to the HMT. She is also a member of the Sacramento La Raza Lawyers Association and the National Alliance for the Mentally Ill (Nami). Ms. Menchaca obtained her B.A. Degree in Political Science from Loyola Marymount University in Los Angeles, California, and her law degree from U.C. Davis School of Law (“King Hall”).
